For the right to live abroad legally!
Our community was formed as a result of the government's ill-considered actions, which prematurely implemented Law No. 3633-IX of April 11, 2024 ( legally in force since 18.05), which violated Articles 58 and 25 of the Constitution and led to numerous problems for citizens. Among such communities, we are the largest and most patriotic - we always think about whether our actions will harm the cause of Ukraine's fight against the Russian aggressor.
The state enterprise "Document" claims it has suspended issuing foreign passports to men abroad due to technical problems. However, there is information suggesting this is merely a pretext and that an unofficial government directive prohibits such services for men of mobilization age. However, SE formally acknowledged that this should not affect those who applied before the new mobilization law
Since April 23, 2024, Ukrainian men aged 25 to 60 have been facing refusals to receive their ready passports abroad. The status of their documents on the website remains unchanged, leaving citizens in a bureaucratic limbo. SE "Document" refers them to the State Migration Service of Ukraine (SMSU), while the SMSU redirects inquiries back to SE "Document," responding to all questions with identical messages.
A recently adopted mobilization law prohibits providing consular services without a military registration document, which can be created in the "Reserv+" app. However, this document isn't issued automatically when updating data. Instead, a specific status, determined by an official in Ukraine, is transmitted from the "Oberig" registry to the app. Statuses include "All OK," "Data Incomplete," and "Wanted." The latter two cannot be corrected remotely, potentially leaving those abroad without documents.
Even with updated data and a confirmed military registration status in the "Reserv+" app, SE "Document" continues to refuse issuing passports. This creates additional hardships for Ukrainians abroad who have fulfilled all legal requirements but still cannot obtain their necessary documents.
Expired passports
An expired passport can lead to refusal of residence or the inability to rent accommodation. Many landlords require valid documents to formalize rental agreements, and lacking a valid passport complicates the housing process abroad.
An expired passport can become an obstacle to obtaining a job or conducting business activities. Employers often verify documents for compliance and validity, and not having an up-to-date passport may result in job refusals.
Possessing an expired passport may complicate access to medical care and insurance. Medical institutions and insurance companies might refuse services or policy issuance without valid documents.
An expired passport can limit your freedom of movement, hindering your ability to leave the country or enter others. Expired documents may lead to issues at borders and with transportation services.
About 50 Ukrainians, mainly men, gathered today outside the consular section of the Ukrainian Embassy in Warsaw. They held banners saying:
"We are not slaves, return our passports"
"Stop discrimination against Ukrainian men", "A passport is a right, not a privilege".
Around a hundred men aged 26 to 60, along with supporters, gathered at the Ukrainian Embassy in the Czech Republic. Participants appealed to First Secretary for Consular Affairs Bohdan Serhiychuk, who met with them, requesting assistance in unblocking the issuance of new documents to men who ordered them before April 25, 2024, at foreign branches of the passport service "Document."
The Ukrainian state enterprise "Document," which has access to personal data of Ukrainian citizens, signed a contract in autumn 2022 for representation in Germany with the law firm Schmider & Eckstein. Both co-founders had worked in Russia for an extended period and promoted business with the country led by Vladimir Putin. One of them is a Russian citizen who supports Kremlin policies and approves of the full-scale aggression. This is reported in an investigation by Radio Liberty's project "How Are You?"
